There are a lot of bikes in Tirana - maybe more than in most European cities. There's even some bike infrastructure. But no one's taken much notice of either. Pedestrians won't think twice about stepping into a bike lane without looking, and drivers will frequently use the off-street paths for parking.

Cars seem to mainly serve as a status symbol, as they don't seem to move very much - you could easily beat a car to most destinations by walking. But, owing to the peculiar mechanics of Albanian automobiles, or perhaps to an unusual mix proffered at the country's gas stations, they all generate lots of noxious fumes, which makes breathing in the city pretty unpleasant.
