Most of Cambodia's 83 locations are on the border with Vietnam

Cambodia issued a "minimum capital requirement for casino operations" sub-law in August 2021 that applies to new and existing standalone casinos or casinos in integrated resorts (IRS), and a sub-law was issued in November 2020 as the country's new commercial gambling law was promulgated.

The minimum capital required is defined as a liquid asset, including shareholder funds deposited in the casino operating company and movable assets such as real estate. For IR, it should be worth at least 800 billion KHR ($200 million). For non-IR properties, these values should reach at least KHR 400 billion. In response to GGRAcia's request for clarification, regulators confirmed that only Nagaworld Complex, a long-term casino monopoly within a certain radius of the capital Phnom Penh, is now classified as Cambodia IR.

Mr Ross said only 87 of a total of 171 casino licensing applications had renewed their licenses as of Oct. 10. So far, one out of 171 applications has been rejected. The places that have been providing games are the Cambodia-Thailand border, the Vietnam border, and the coastal city of Sihanoukville.

Mr Ross said there were more than 200 casinos active in Cambodia in 2020. But there is the impact of the COVID-19 pandemic and the "strengthening of gaming laws and regulations" imposed by authorities.
