"Cowardly maneuver"

The new operator of the Lido Carlton Raceway, known as Hard Rock International, sought permission from the mediation committee and bypassed the city council to 35 from the city's limit of 21, which means the expansion falls under the jurisdiction of a small mediation committee.

Earlier this year, Hard Rock International took control of the day-to-day operations of Lido Carlton Raceway in South Ottawa. Ontario Lottery Games Company (OLG) has named Hard Rock International as its preferred operator to modernize its struggling Ottawa horse racing and gambling facilities. As a result, the operator created an expansion project that is expected to turn the aging Raido Carlton Raceway into a complete entertainment complex.

Minor differences or attempts to evade rules
Casino operators will have to comply with existing land use laws that limit the number of game tables and slot machines. According to this rule, casino operators can install no more than 21 game tables and up to 1,250 slot machines. But last week, it was revealed that they were trying to increase the number of game tables allowed to obtain permission from the Coordination Commission, a sub-judicial body dealing with minor changes to district rules.

This caused widespread discontent among officials, and while Diane Deans went so far as to call it a "cowardly maneuver" aimed at bypassing the city council, Hard Rock Casino explained that the operator thought the proposed changes were minimal and that it was appropriate to apply to the city's mediation committee.

According to a recent update, city officials have agreed to appoint the case to a small city committee to discuss an increase in the number of table games. In a note to the city council, the city's attorney Rick O'Connor explained that the proposed changes are considered minor differences from the country's zoning rules. In that sense, the matter falls within the jurisdiction of the subcommittee and cannot be subject to broader discussion in the city council, the Conner Committee's coordination added.
